Development Branch

 

 

 

  • Facilitating, Processing and Monitoring Developmental Schemes, such as Untied Funds and Non-BADP Funds:

 

  • Receiving Concept Papers/applications for new schemes from the public and executing agencies (works departments);
  • Verification of proposed work sites by the District Level Monitoring Committee (DLMC) to assess feasibility and genuineness;
  • Conduct of District Planning Board Meeting 3-4 times a year to study the new proposals received during the period and to forward the selected proposals for allocation of fund to the Government (i.e., Chief Engineers of the department concerned, who in turn forward the proposals to the Planning department);
  • After allocation of fund by the government, the Detailed Project Report (DPR) of the scheme is requisitioned from the executing agency concerned;
  • Submission of the DPR to the competent authority (i.e., Divisional Commissioner (West) for obtaining Administrative Approval (AA) and Expenditure Sanction (ES) for the work;
  • On receipt of AA and ES, the proposed site is inspected, and if found feasible, the fund is placed to the department (Chief Engineer);
  • Physical inspection and monitoring of the work before, during and after the work is completed;
  • Obtaining Utilisation Certificate (UC) and expenditure statement from the executing agency and forwarding the same to the Government (Planning department);
  • Conduct of quarterly DLMC meetings and submission of report to the Government.

 

  • Facilitating implementation of Centrally Sponsored/Flagship Programmes (e.g. DDUSY):

 

  • Receipt of applications from aspiring entrepreneurs;
  • Conduct of Interviews to assess the feasibility of the proposal and suitability of the location;
  • Field Verification of the proposed sites along with the Lead Bank;
  • Endorsement of the selected beneficiaries to obtain loans from the bank.

 

  • B) Sustainable Development Goals (SDG):

 

  • Preparation of Baseline Data for the various indicators of Sustainable Development in the district;
  • Regular update of the SDG Implementation and achievement of target in the various indicators;
  • Close coordination with and mobilization of all departments to obtain true data and to facilitate implementation of targets;
  • Holding of review meetings with departments concerned to assess the progress made;
  • Submission of constantly revised data of targets and achievements to the Government.
